From the introduction: "This guidebook has been prepared to address a comprehensive array of best management practices to minimize the adverse impacts of development on water resource functions. While its primary focus is water quality protection, it also attempts to coordinate recommended control measures with those commonly implemented to control stormwater runoff quantity and flooding. The primary objective of this guidebook is to describe practical methods of designing and constructing urban developments to minimize adverse impacts to water quality and quantity and to sensitive natural landscape features.
